DIFC operates its own investment-token regime under the DFSA, distinct from both ADGM and VARA. Most of the confusion in this market comes from collapsing three regulators into one country name. Guidance written for ADGM's FSRA does not apply here, VARA's rules govern a different perimeter again, and the federal SCA context is different from all three.
